Prime Minister Andy Burnham has acknowledged that his Government’s promised 10-year plan for Britain could be delayed until January 2027, despite previously pledging to publish the strategy before the end of 2026. Speaking to The Economist after the Commonwealth Heads of Government Meeting in Antigua, he said December or January remained possible and no firm publication date had been agreed.
Burnham admits publication could slip into 2027
Burnham originally promised a 10-year plan in his first speech outside Downing Street. In his latest interview, he said: “We may go into the new year, to be honest.” His remarks leave open a January publication, but do not constitute a formal postponement or a confirmed new date.
Questions raised over the scope of the plan
The New Statesman has reported concerns that the initial announcement could be shorter than anticipated and followed by a lengthy consultation. Those claims are not confirmed Government policy. Burnham disputed the reporting and insisted that the plan would set out a substantial, clear vision for Britain.
Major spending decisions remain unresolved
The plan is expected to be scrutinised for its treatment of long-term spending priorities, including defence, welfare, devolution and social care. The Government has indicated that further decisions will be addressed through a future spending review. It remains unclear how much financial detail will accompany the initial 10-year plan.
Parliament previously sought clarification
In a written answer published on 8 September 2026, the Cabinet Office said details of the plan would be made available in due course, after a peer asked about the timetable, publication format and consultation arrangements.
What happens next?
The Government has not confirmed whether publication will take place in December 2026 or January 2027. The final format, policy commitments and any subsequent consultation are also outstanding. Burnham’s acknowledgement of a possible 2027 publication represents a qualification of his original end-of-year commitment.
