Two Iranian nationals have been charged with terrorism offences over an alleged plot targeting the Jewish community in the Manchester area.
Counter Terrorism Policing confirmed that Salam Ahmadyan, 36, of Liverpool, and Rahman Salehi, 34, of Salford were charged on Friday 2 October with engaging in conduct in preparation for terrorist acts, contrary to Section 5 of the Terrorism Act 2006.
Both men were arrested in Manchester on Sunday 20 September following a joint counter-terrorism investigation involving the security services.
The charges are allegations. Neither defendant has been convicted and criminal proceedings are now active.
Police allege plot targeted Jewish community
Counter Terrorism Policing says the investigation disrupted what officers believe was a plot targeting the Jewish community in Manchester.
The charges allege that the defendants communicated using encrypted applications to acquire components for a homemade explosive device, acquired written and video material relating to improvised explosive devices, sought liquids, components and equipment, and researched potential targets.
These allegations have not been tested in court.
Police allege contact with overseas third party
Investigators allege that the two men were in contact with an overseas third party who may be in Iran in relation to the alleged plot.
Police have not said that the Iranian state directed the alleged plot. Counter Terrorism Policing has also said this investigation is not connected to the separate RAF Fairford investigation.
Both men arrived in UK by small boat
Home Secretary Shabana Mahmood has said both defendants arrived in Britain by small boat from Europe several years ago. The Home Office has said one was subsequently granted asylum while the other has an outstanding asylum claim.
Their immigration history is separate from the criminal allegations, which will be determined through the court process.
Police say there is no ongoing threat
Deputy Assistant Commissioner Vicki Evans described the charges and allegations as extremely serious but said police do not believe there is any ongoing threat to the public in relation to the investigation.
Defendants due in court
Ahmadyan and Salehi were remanded in custody to appear at Westminster Magistrates’ Court on Saturday 3 October.
The Crown Prosecution Service authorised the charges after reviewing evidence submitted by investigators.
Both defendants are entitled to a fair trial. The allegations against them have not been proved.
